Media vs. Reality: Oil Crisis is Not a Grid Crisis (for OECD)
Media headlines conflate "oil market crisis" with "grid crisis." For most OECD nations (US, Europe, Japan, S. Korea), grids are stable on the electricity supply side. The pain is economic: prices, inflation, recession risk. The actual blackout impact is concentrated in countries that were already fuel-import-fragile: Bangladesh, Pakistan, parts of Africa. The IEA's "greatest threat ever" language is about oil supply specifically, not about global blackouts. That nuance gets lost in most coverage.

Key Terms
SAIDI System Average Interruption Duration Index. The average total hours per year that a customer is without power. Germany averages ~12 minutes. US averages ~5.6 hours. South Asia can see 26+ outages per month.
SAIFI System Average Interruption Frequency Index. How many times per year the average customer experiences an outage.
OE-417 DOE Form OE-417: mandatory incident report for US utilities covering significant electric disturbances. This is the primary dataset behind the trend chart.
TSO Transmission System Operator. The entity that manages and operates the high-voltage power grid in a region or country.
ENTSO-E European Network of Transmission System Operators for Electricity. Coordinates 40 TSOs across 36 countries. Runs the gold-standard European grid data platform.
What Counts as a "Major Outage"?
In this dashboard, "major outage" follows the DOE OE-417 reporting threshold: events affecting a significant number of customers, involving uncontrolled loss of generation (typically 300+ MW), or system-wide emergencies. This filters out routine localized distribution outages (a tree falls on a neighborhood line) and focuses on systemic events.
Why the Data is Incomplete
There is no single global power outage database. The US has the best open data (DOE OE-417, EAGLE-I, EIA). Europe has ENTSO-E. But China, India, Japan, Southeast Asia, Africa, and the Middle East have limited or no open real-time outage data. This dashboard is necessarily US- and Europe-weighted. Regional cards for other areas use reported statistics, not live feeds.
About the Projection
The blue trend line and shaded band use simple linear regression on OE-417 annual event counts from 2000 to the latest full year. It is not a forecast model. It shows: "if the existing trend continues at the same rate, here is where we'd expect to be." The confidence band represents +/- 1.5 standard errors. When actual data exceeds the band, something structural may have changed.
The 2026 annualized pace takes year-to-date events and extrapolates to a full year. This is rough early in the year and stabilizes as more months pass.
